With a last round draw against IM Stephen Solomon, Melbourne's FM James Morris (who, by the way, only received his FM certificate yesterday from FIDE) elevated his title to that of international master.

As I said in a previous thread, one can knock a soft FM title obtained for a very sub-FM performance, and praise an IM title for what would have been a convincing norm in a non-zonal tournament. The two are unrelated.
"very sub-FM" is perhaps a little bit harsh on James' performance when he won his FM title. His TPR was only 2110 but given that several of his opponents had no FIDE rating a case can be made that it was really more like a 2200 performance. I said at the time that it would make more sense for FIDE to award CM rather than FM to players who record sub-2300 performances otherwise meeting the Zonal FM requirements, but while James' performance then was certainly sub-FM I wouldn't say it was *very* sub-FM.
