Parr Questions Doeberl Cup

Following on from our post the other day, we've now received an email from Peter Parr (addressed also to the entire NSWCA council). The ex-Olympiad captain and now chess retailer takes particular aim at this condition for entry into the Doeberl Cup: "All players must be members of a chess association."

Will it be enforced or not? Peter says:

In the last few years however the NSWCA has not appointed anyone at the Doeberl Cup to collect the NSWCA membership fees. What happens of course when some NSW players fill up the entry form to enter the tournament non-members tick “yes, I am a member of a chess association”. The ACTCA checks that all ACT players are ACTCA members and for the last 35 years it has been the responsibility of NSWCA to collect the NSWCA membership fees from NSW residents who have paid no membership fee. (NSWCA now lists all members on NSWCA website).

The NSWCA's frequent critic also lists the names of NSW players who are confirmed entries into the Doeberl Cup but who are apparently not members of the NSWCA. The list includes the names of prominent players including at least an international master.

NSWCA should appoint a Council Member to collect the membership monies at all events. Maybe Mr Parr should personally volunteer to do this important job!

I don't see why this should be a requirement.

A more reasonable approach is that if someone wants to play the event, and are not a member of a state association, that they quickly fill in the ACTCA membership form (as the event is in Canberra), and off they go.

Peter Parr is right to complain about this. Its so refreshing to see a competent and intelligent NSWCA councillor for a change.

The requirement that an entrant for the Doeberl Cup be a member of a State Association has been in the Doeberl Cup entry rules for at least the last 10 years and probably longer. There have been cases in the past of a player being asked to join the ACTCA so as to comply.

Think about this:

The NSWCA does not force members of other state associations to join the NSWCA when they play in a NSWCA event.

This arrangement is reciprocated by the other states.

I recommend that NSW players who are not current members of the NSWCA, join the ACTCA at the Doeberl. You will be able to play NSWCA events for the rest of the year, and will be sending a message to the NSWCA, in the best possible way, that you hate their incompetent money losing ways.

All NSW residents must be full members of the NSWCA to play in NSWCA tournaments. If the player is a NSW resident and not a member of the NSWCA or is only an Associate member of the NSWCA then they cannot play in NSWCA tournaments like the NSW Open and NSW Grade matches.

NSW residents who are not members of the NSWCA cannot play in NSWCA tournaments even if they are members of another state association. This has always been the case.

If the tournament is a NSW event but not a NSWCA tournament such as a club championship or weekender like the Newcastle Open then all NSW residents must be either full members of the NSWCA or Associate members of the NSWCA otherwise the tournament will not be rated

The NSWCA will only rate NSW tournament where all NSW residents are NSWCA members. To this end the NSWCA introduced the new Associate membership fee this year. Associate membership only allows players to play in NSW based non NSWCA events.

Of course non NSW residents can play in NSW events including NSWCA events without being members of the NSWCA.

What restrictions if any other state associations place on non residents playing in tournaments in their state are up to them.

So how do players join up to become members? Where is the online membership system? Who should they hand their money over to. How do they get a receipt or membership card?

Who says where a player is resident. If they say they spend most of there time "over the border" (eg Burleigh Heads, or Canberra, or Wodonga) then that is their state. The NSWCA has to my knowledge never asked anyone for proof of address. Is that about to change? Is the NSWCA about to turn into address Nazis? Does the NSWCA require proof of residency.

Oh, that's right, I remember now, the stinking necrotic Council simply refuses to accept membership applications from anyone who dares call them "the stinking necrotic council."

Next AGM you are gonna get OWNED and all council minutes for the last 10 years will be posted on the net for all to see. Soil yourself.

What this anonymous (likely Bill Gletsos) forgot to mention is that the rule is already inconsistently enforced. For example, people living in Byron Bay, NSW, are allowed to play tournaments there with CAQ memberships.
